This paper takes James David Forbes’ Encyclopaedia Britannica entry, Dissertation Sixth, as a lens to examine physics as a cognitive, practical, and social enterprise. Forbes wrote this survey of eighteenth- and nineteenth-century mathematical and physical sciences between 1852 and 1856, when British “physics” was at a pivotal point in its history, situated between a field identified by its mathematical methods – originating in France – and a discipline identified by its university laboratory institutions. Contemporary encyclopedias provided a nexus (...) for publishers, the book trade, readers, and men of science in the formation of physics as a field. Forbes was both a witness, whose account of the progress of physics or natural philosophy can be explored at face value, and an agent, who exploited the opportunity offered by the Encyclopaedia Britannica in the mid nineteenth century to enroll the broadly educated public and scientific collective, illuminating the connection between the definition of physics and its forms of social practice. Forbes used the terms “physics” and “natural philosophy” interchangeably. He portrayed the field as progressed by the natural genius of great men who curated it within an associational culture that engendered true intellectual spirit. Although this societal mechanism was becoming ineffective, Forbes did not see university institutions as the way forward. Instead, running counter to his friend William Whewell, he advocated inclusion of the mechanical arts, and a strictly limited role for mathematics. He revealed tensions when the widely accepted discovery-based historiography conflicted with intellectual and moral worth, reflecting a nineteenth-century concern with spirit that cuts across twentieth-century questions about discipline and field. The concepts of necessary being, or necessary existence, and contingent being, or contingent existence, continue to occupy a central position in philosophical appraisals of Christian theism. Some philosophers have been concerned of late to emphasize a crucial ambiguity in the terms ‘necessary’ and ‘contingent', an ambiguity which threatens seriously to bedevil assessment of the claim that God's existence is necessary and not contingent. An important consequence of getting clear on this point, it is suggested, is that certain brisk attempts to (...) demolish the concept of a necessary being may be seen at least to be premature, leaving untouched,, as they do, an apparently viable sense in which God can be said to be a, indeed the, necessary being.This, substantially, is the position advocated by Professor J.H. Hick in recent discussions of this point. Hick maintains that it is of the greatest importance to distinguish two fundamentally different and contrasting notions of necessary being or necessary existence. (shrink)

When someone masters a skill, their performance looks to us like second nature: it looks as if their actions are smoothly performed without explicit, knowledge-driven, online monitoring of their performance. Contemporary computational models in motor control theory, however, are instructionist: that is, they cast skillful performance as a knowledge-driven process. Optimal motor control theory, as representative par excellence of such approaches, casts skillful performance as an instruction, instantiated in the brain, that needs to be executed—a motor command. This paper aims (...) to show the limitations of such instructionist approaches to skillful performance. We specifically address the question of whether the assumption of control-theoretic models is warranted. The first section of this paper examines the instructionist assumption, according to which skillful performance consists of the execution of theoretical instructions harnessed in motor representations. The second and third sections characterize the implementation of motor representations as motor commands, with a special focus on formulations from OMCT. The final sections of this paper examine predictive coding and active inference—behavioral modeling frameworks that descend, but are distinct, from OMCT—and argue that the instructionist, control-theoretic assumptions are ill-motivated in light of new developments in active inference. Background Studying global health problems requires international multidisciplinary teams. Such multidisciplinarity and multiculturalism create challenges in adhering to a set of ethical principles across different country contexts. Our group on health system responses to violence against women (VAW) included two universities in a European high-income country (HIC) and four universities in low-and middle-income countries (LMICs). This study aimed to investigate professional and policy perspectives on the types, causes of, and solutions to ethical challenges specific to the ethics approval stage of (...) the global research projects on health system responses to VAW. Methods We used the Network of Ethical Relationships model, framework method, and READ approach to analyse qualitative semi-structured interviews (n = 18) and policy documents (n = 27). In March-July 2021, we recruited a purposive sample of researchers and members of Research Ethics Committees (RECs) from the five partner countries. Interviewees signposted policies and guidelines on research ethics, including VAW. Results We developed three themes with eight subthemes summarising ethical challenges across three contextual factors. The global nature of the group contributed towards power and resource imbalance between HIC and LMICs and differing RECs’ rules. Location of the primary studies within health services highlighted differing rules between university RECs and health authorities. There were diverse conceptualisations of VAW and vulnerability of research participants between countries and limited methodological and topic expertise in some LMIC RECs. These factors threatened the timely delivery of studies and had a negative impact on researchers and their relationships with RECs and HIC funders. Most researchers felt frustrated and demotivated by the bureaucratised, uncoordinated, and lengthy approval process. Participants suggested redistributing power and resources between HICs and LMICs, involving LMIC representatives in developing funding agendas, better coordination between RECs and health authorities and capacity strengthening on ethics in VAW research. Conclusions The process of ethics approval for global research on health system responses to VAW should be more coordinated across partners, with equal power distribution between HICs and LMICs, researchers and RECs. While some of these objectives can be achieved through education for RECs and researchers, the power imbalance and differing rules should be addressed at the institutional, national, and international levels. Three of the authors were also research participants, which had potential to introduce bias into the findings. However, rigorous reflexivity practices mitigated against this. This insider perspective was also a strength, as it allowed us to access and contribute to more nuanced understandings to enhance the credibility of the findings. That a coherent account of the origins and early history of the British Association for the Advancement of Science has yet to be written is not altogether surprising. Even when the facts of the matter have been retrieved from the scattered papers of Babbage, Brewster, J. D. Forbes, Murchison, John Phillips, Vernon Harcourt, Whewell, and the rest, their organization into a connected whole remains a formidable business. The present paper seeks to identify the roles played in this important chapter (...) in the chronicles of British science by David Brewster (1781–1868), the Scottish natural philosopher, and William Vernon Harcourt (1789–1871), the York clergyman. Inquiries of this kind—into the proper apportioning of the credit for a discovery, a technique, or the rise of an institution—are only saved from sterility if they make possible a better understanding of the critical events. The present review of the origins of the British Association leads to the modest but important conclusion that the organization brought into existence by Vernon Harcourt at York in September 1831 was subtly but significantly different from that which had originally been proposed by Brewster. If this is so, some of the existing accounts of the matter stand in need of revision. (shrink)
